Any customer of a PUCO regulated electric or natural gas utility may take advantage of the order. Last winter heating season, more than 270,000 Ohio utility customers utilized the PUCO’s Winter Reconnect Order.

Energy utility service is vital, especially in the winter. The Winter Reconnect Order is an opportunity for Ohioans to avoid disconnection or to reconnect their gas and/or electric service once during the winter heating season. Customers who utilize the Winter Reconnect Order are required to pay the utility $175 plus any applicable reconnection charge not to exceed $36. If the company’s reconnection charge is greater than $36, the balance may be billed to the customer the following month.

The Winter Reconnect Order also applies to customers seeking to establish new electric and natural gas service. Rather than paying the full security deposit that may be required for new service, customers can pay up to $175 and be billed any remaining balance of the security deposit the following month.

There is no income eligibility requirement to utilize the Winter Reconnect Order, however customers who are at or below 175 percent of the federal poverty level may apply through the Home Energy Assistance Program (HEAP) to pay the $175 amount. Several other state and federal programs are also available to Ohioans who qualify, including the Percentage of Income Payment Plan Plus (PIPP) and the Home Weatherization Assistance Program (HWAP). More information about these programs and additional ways to save on home heating bills this winter is available on Ohio’s Winter Heating Resource website at www.winterheat.ohio.gov.

If you would like to utilize the program, call your electric or natural gas utility between Oct. 19, 2015 and April 15, 2016, to find out more information about your account and how to apply the Winter Reconnect Order to your utility bill. Utility representatives will explain the order, and if applicable, set you up on a payment plan for any default amount. PIPP customers who would like to use the Winter Reconnect Order must pay the balance of any default they may have within one billing cycle in order to re-enroll in PIPP.

Customers who have questions about the PUCO’s Winter Reconnect Order may contact the PUCO at 1-800-686-PUCO (7826) or visit the PUCO’s website at www.PUCO.ohio.gov.

The Public Utilities Commission of Ohio (PUCO) is the sole agency charged with regulating public utility service. The role of the PUCO is to assure all residential, business and industrial consumers have access to adequate, safe and reliable utility services at fair prices while facilitating an environment that provides competitive choices. Consumers with utility-related questions or concerns can call the PUCO Call Center at (800) 686-PUCO (7826) and speak with a representative.

Subscribe and unsubscribe to the PUCO Media Release email service
The winter heating season is rapidly approaching, and there are a number of helpful programs for individuals and families who are concerned about managing their utility bills over the coming months.

The HEAP, E-HEAP, and PIPP Plus programs assist individuals and families who meet income and other guidelines by providing a credit on electric and natural gas bills or by reducing the monthly payment for those utilities to a small percentage of household income.

For more information on these programs, contact Akron Summit Community Action at 330-253-8806 or 330-376-7730.

Families experiencing financial difficulties who are interested in stretching their heating dollar as far as possible should also certainly consider investigating the Home Weatherization Assistance Program (HWAP) and the Electric Partnership Program (EPP).

HWAP is a no cost program that helps households reduce their energy expenses by providing weatherization of homes, safety inspections, and tune-ups of heating units. In addition to home owners, individuals who rent their homes can also participate with the permission of the landlord/owner of the property. According to the Ohio Development Services Agency, participants often reduce their energy consumption by 13-25 percent, depending on whether their heat is produced by electricity or natural gas. Participants in HWAP also reduced their rate of utility disconnections by 50%.

Did you know you can use your Ohio Direction Card/SNAP/Food Assistance Benefits at many local farmer's markets in the Akron area?

Produce Perks are incentive tokens given to customers at participating farmers’ markets who use an Ohio Direction Card to purchase food. Bring your card to the information booth at participating farm markets (see list below), and ask to withdraw an amount. The market or farm stand will then provide tokens for the transaction in addition to Produce Perks that can be spent on fruits and vegetables. There is a dollar-for-dollar match to every dollar spent (up to $10 per week per market) using an Ohio Direction Card. There is no minimum purchase amount to qualify. Produce Perks are only good for purchasing fruits and vegetables.
<span lang="EN" style="font-family: "Arial","sans-serif"; font-size: 12.0pt; mso-ansi-language: EN;">
The Ohio Farmer’s Market Senior Nutrition Program also provides coupons to older adults who qualify that can be used at some farmer's markets. See this link for more information and income limits.

SNAP (food stamp) benefits are issued through a debit card called the Ohio Direction Card, and OWF (cash assistance) benefits are issued through a debit card called the EPPICard.

The State of Ohio is transitioning to new debit cards for all recipients. Program participants received transition notices by mail in April about the upcoming change. SNAP recipients received this transition notice about the new Ohio Direction Card and OWF recipients received this transition notice about the card that will replace the EPPICard, which is called the Ohio Pathway Card.
New Ohio Direction Cards will be mailed in July and August on a card mailer along with a brochure giving activation instructions. New benefits will be accessed using the new card, but recipients can access benefits through their old card until it expires.

New Ohio Pathway Cards (replacing EPPICard, for Ohio Works First, Disability Financial Assistance, Refugee Assistance, and Work Allowance payments) were mailed mid-June on a card mailer along with a brochure giving activation instructions
Due to a delay in transitioning to the new card, OWF benefits will continue to post to the old EPPICards until recipients are notified at a later date. Recipients who discarded their EPPICard should call 866-320-8822 for a replacement.
Here are a few good programs to explore for the 2012 - 2013 winter heating season and beyond.

The HEAP Program, which provides a one-time credit on heating bills to eligible individuals, is taking applications between July 1, 2012 and May 31, 2013. In order for a household to be eligible for HEAP, the total household income has to be under 200% of the federal poverty level, based on the number of people living in the household. Click here for a current table of income limits. There are several options for completing your HEAP application. You may download or print a HEAP application by clicking here. Applications are also available at most libraries and other government buildings or by calling your local community action agency; click here to find the closest office. In addition, you can visit any Ohio Benefit Bank office to receive free help in completing your application. Click here to find the closest Ohio Benefit Bank office, or call 800-648-1176. Or, you can fill out your HEAP application online by clicking here. To check the status of your HEAP application after you have submitted it, click here, or call the HEAP Hotline at 1-800-282-0880.

The Winter Crisis (E-HEAP) program "provides assistance once per heating season to eligible households that are disconnected, threatened with disconnection, or have less than a 10-day supply of bulk fuel." Applications for the Winter Crisis Program will be accepted November 1st through March 31st. For information on the Winter Crisis Program in Ohio, including eligibility requirements, click here or call HEAP toll-free at (800) 282-0880 (7:00 a.m. to 5:00 p.m. Monday through Friday). To locate your local Emergency HEAP/Winter Crisis Program agency in Ohio, click here. Residents of Summit County should contact Akron Summit Community Action, Inc. at 330-376-7730.

The PIPP Plus Program has replaced the old Percentage of Income Payment Plan program (PIPP). PIPP Plus seeks to provide an affordable payment option for gas and electric service to low-income households. The new program offers some significant improvements over the old one. For instance, under the traditional PIPP program, if a consumer owed $100 on their gas or electric bill for the month, they might have to pay only $10 to retain service and avoid a shutoff, but the unpaid $90 balance would accrue as debt with the utility company. Under the new PIPP Plus program, if the consumer pays their PIPP Plus amount on time, the remainder of the bill is forgiven permanently. There are also opportunities for households with existing overdue balances to gradually have those balances forgiven if they make their PIPP Plus payments on time each month for a period of months. For more information on PIPP Plus programs, click here, or call HEAP toll-free at (800) 282-0880 (7:00 a.m. to 5:00 p.m. Monday through Friday). Returning PIPP Plus applicants must re-verify their income annually.

The Winter Reconnect Order helps those who are threatened with a gas or electric shutoff by allowing them to maintain service by making a $175 payment, regardless of the balance they owe. For more information, click here.

The Home Weatherization Assistance Program (HWAP), helps with making your home as energy efficient as possible by providing things like insulation or furnace repair and replacement. To learn more and see if you qualify for HWAP, click here.

The Dominion East Ohio Energyshare Program serves senior citizens age 60 and over as well as younger customers who have received a termination or shutoff notice. For more information, click here, or call (800) 362-7557.

There are several Extended Payment Plans available to all residential electricity and natural gas customers regardless of income.

The One-Third Plan (Winter Heating Season Plan) is
available from November 1st through April 15th and requires customers to pay one-third of their total account balance each month.

The One-Sixth Plan
requires customers to make six equal monthly payments on their past-due amounts,
in addition to their monthly budget payment.

The One-Ninth Plan
allows consumers to make nine equal monthly payments on their past-due
amounts in addition to their monthly budget payment.
Veterans can also request assistance with utility and other payments by contacting their local Veterans Service Commission.
Individuals who reside in Summit County may also request utility assistance through the Salvation Army's social service helpline: (330) 996-4255 Funds are limited.

Individuals who live, work, or worship in Hudson can also call 330-650-4048 ext. 463 to talk with the Community Resource Coordinator, who can direct you to other utility assistance resources in the Hudson area, such as the Hudson Ministerial Association benevolence fund and the Hudson office of the Salvation Army.
If you’ve been thinking about preparing a will but haven’t gotten around to
it due to your bleak financial picture, you may want to call the Volunteer Legal
Services Program (VLSP) of Community Legal Aid.

“Its volunteer attorneys can provide assistance at an upcoming Will Clinic
for low-income members of the community who wish to prepare simple wills, living
wills, powers of attorney and power of attorney for health care,” said Ashley
Heeney, director of development/communications at Community Legal Aid Services
Inc. in Akron.

“The next Will Clinic in Summit County will be held the week of Oct. 15
during regular business hours in downtown Akron. This is not a walk-in clinic.
Details about the date, time and location will be provided when you call the
HelpLine at 1-800-998-9454 to register if Legal Aid determines you are eligible
for the service.”

For more than 60 years, Community Legal Aid has been the primary provider of
free, civil legal services to low-income residents in central Northeast
Ohio.
