PUCO issues Winter Reconnect Order for 2015–2016
COLUMBUS, OHIO (Sept. 2, 2015) – The Public Utilities Commission of Ohio (PUCO) today approved the Winter Reconnect Order to help Ohioans reconnect or maintain electric and natural gas service during the winter heating season between Oct. 19, 2015 and April 15, 2016. Any customer of a PUCO regulated electric or natural gas utility may take advantage of the order. Last winter heating season, more than 270,000 Ohio utility customers utilized the PUCO’s Winter Reconnect Order.
Energy utility service is vital, especially in the winter. The Winter Reconnect Order is an opportunity for Ohioans to avoid disconnection or to reconnect their gas and/or electric service once during the winter heating season. Customers who utilize the Winter Reconnect Order are required to pay the utility $175 plus any applicable reconnection charge not to exceed $36. If the company’s reconnection charge is greater than $36, the balance may be billed to the customer the following month.
The Winter Reconnect Order also applies to customers seeking to establish new electric and natural gas service. Rather than paying the full security deposit that may be required for new service, customers can pay up to $175 and be billed any remaining balance of the security deposit the following month.
There is no income eligibility requirement to utilize the Winter Reconnect Order, however customers who are at or below 175 percent of the federal poverty level may apply through the Home Energy Assistance Program (HEAP) to pay the $175 amount. Several other state and federal programs are also available to Ohioans who qualify, including the Percentage of Income Payment Plan Plus (PIPP) and the Home Weatherization Assistance Program (HWAP). More information about these programs and additional ways to save on home heating bills this winter is available on Ohio’s Winter Heating Resource website at www.winterheat.ohio.gov.
If you would like to utilize the program, call your electric or natural gas utility between Oct. 19, 2015 and April 15, 2016, to find out more information about your account and how to apply the Winter Reconnect Order to your utility bill. Utility representatives will explain the order, and if applicable, set you up on a payment plan for any default amount. PIPP customers who would like to use the Winter Reconnect Order must pay the balance of any default they may have within one billing cycle in order to re-enroll in PIPP.

Ohio HEAP, PIPP, and Other Utility Assistance Programs 2014
The winter heating season is rapidly approaching, and there are a number of helpful programs for individuals and families who are concerned about managing their utility bills over the coming months.
The HEAP, E-HEAP, and PIPP Plus programs assist individuals and families who meet income and other guidelines by providing a credit on electric and natural gas bills or by reducing the monthly payment for those utilities to a small percentage of household income.

Families experiencing financial difficulties who are interested in stretching their heating dollar as far as possible should also certainly consider investigating the Home Weatherization Assistance Program (HWAP) and the Electric Partnership Program (EPP).
HWAP is a no cost program that helps households reduce their energy expenses by providing weatherization of homes, safety inspections, and tune-ups of heating units. In addition to home owners, individuals who rent their homes can also participate with the permission of the landlord/owner of the property. According to the Ohio Development Services Agency, participants often reduce their energy consumption by 13-25 percent, depending on whether their heat is produced by electricity or natural gas. Participants in HWAP also reduced their rate of utility disconnections by 50%.

EPP is another program designed to help households reduce energy costs by providing free compact flourescent light bulbs and even a new, free, Energy Star refrigerator or freezer as well as consumer education on energy efficient practices for those who qualify.

Ohio HEAP and PIPP PLUS Utility Assistance Programs for 2012 - 2013
Looking for some help with paying for your heating bills this winter? Here are a few good programs to explore for the 2012 - 2013 winter heating season and beyond.
The HEAP Program, which provides a one-time credit on heating bills to eligible individuals, is taking applications between July 1, 2012 and May 31, 2013. In order for a household to be eligible for HEAP, the total household income has to be under 200% of the federal poverty level, based on the number of people living in the household. Click here for a current table of income limits. There are several options for completing your HEAP application. You may download or print a HEAP application by clicking here. Applications are also available at most libraries and other government buildings or by calling your local community action agency; click here to find the closest office. In addition, you can visit any Ohio Benefit Bank office to receive free help in completing your application. Click here to find the closest Ohio Benefit Bank office, or call 800-648-1176. Or, you can fill out your HEAP application online by clicking here. To check the status of your HEAP application after you have submitted it, click here, or call the HEAP Hotline at 1-800-282-0880.

The PIPP Plus Program has replaced the old Percentage of Income Payment Plan program (PIPP). PIPP Plus seeks to provide an affordable payment option for gas and electric service to low-income households. The new program offers some significant improvements over the old one. For instance, under the traditional PIPP program, if a consumer owed $100 on their gas or electric bill for the month, they might have to pay only $10 to retain service and avoid a shutoff, but the unpaid $90 balance would accrue as debt with the utility company. Under the new PIPP Plus program, if the consumer pays their PIPP Plus amount on time, the remainder of the bill is forgiven permanently. There are also opportunities for households with existing overdue balances to gradually have those balances forgiven if they make their PIPP Plus payments on time each month for a period of months. Returning PIPP Plus applicants must re-verify their income annually.

There are several Extended Payment Plans available to all residential electricity and natural gas customers regardless of income.
The One-Third Plan (Winter Heating Season Plan) is available from November 1st through April 15th and requires customers to pay one-third of their total account balance each month.
The One-Sixth Plan requires customers to make six equal monthly payments on their past-due amounts, in addition to their monthly budget payment.
The One-Ninth Plan allows consumers to make nine equal monthly payments on their past-due amounts in addition to their monthly budget payment.

Help with Electric Bills Available for Summit County FirstEnergy Consumers
Summit County Executive Russ Pry announces that his Department of Community and Economic Development will be hosting a fuel fund assistance day for all income qualified FirstEnergy customers at the Job Center (1040E. Tallmadge Avenue, Akron, Ohio) beginning at 8 am on Thursday, June 14, 2012. Applicants will be given a number upon arrival. Only 200 numbers will be distributed on the date of intake. If you arrive after all 200 numbers have been distributed, you may call 330.643.2068 to obtain future fuel fund dates.
Eligibility is based on a household income at or below 200% of the federal poverty level. (To calculate, click here.) Persons applying for fuel fund assistance must provide the following on the day of service: photo identification (driver’s license or other form of photo ID); social security card; most recent delinquent electric bill or termination notice; proof of a good faith payment within the past 90 days of the date in which the applicant applies for assistance. Please note that a person is only eligible once every 12 months to receive the fuel fund assistance and we cannot apply payments to a deferred account balance. HEAP and PIPP payments are not considered a good faith payment.

• Installing FREE compact fluorescent light bulbs

To be eligible, applicants must meet the following requirements:
• Be a First Energy/Ohio Edison or American Electric Power customer with 12 months of usage
• Electric bill and application in the name of someone living IN the home
• Electric usage of at least 5000 Killowatt hours of electricity during the last 12 months minus heat and A/C
• Either be on PIPP or meet the Electric Partnership Program income guidelines

Ohio PIPP PLUS and E-HEAP Utility Assistance Programs

There's good news for individuals and families seeking assistance with utility payments in Ohio. The new PIPP Plus program begins November 1st, along with the Emergency Home Energy Assistance (E-HEAP) or "Winter Crisis Program".
PIPP Plus replaces the old Percentage of Income Payment Plan program (PIPP), which seeks to provide an affordable payment option for gas and electric service to low-income households. The new program offers some significant improvements over the old one. For instance, under the traditional PIPP program, if a consumer owed $100 on their gas or electric bill for the month, they might have to pay only $10 to retain service and avoid a shutoff, but the unpaid $90 balance would accrue as debt with the utility company. Under the new PIPP Plus program, if the consumer pays their PIPP Plus amount on time, the remainder of the bill is forgiven permanently. There are also opportunities for households with existing overdue balances to gradually have those balances forgiven if they make their PIPP Plus payments on time each month for a period of months.

The Winter Crisis (E-HEAP) program "provides assistance once per heating season to eligible households that are disconnected, threatened with disconnection, or have less than a 10-day supply of bulk fuel." Applications for the Winter Crisis Program will be accepted November 1, 2010 through March 31, 2011.
For information on the Winter Crisis Program in Ohio, including eligibility requirements, click here or call HEAP toll-free at (800) 282-0880 (7:00 a.m. to 5:00 p.m. Monday through Friday).
In order to apply for either or both of these programs, residents must contact their local authorized provider agency. New applicants must complete some paperwork; returning PIPP applicants must re-verify their income annually.

The Regular HEAP Program, which provides a one-time credit on heating bills to eligible individuals, is also taking applications between August 1, 2010 and May 31, 2011. You may download or print an application by clicking here. Applications are also available at most libraries and other government buildings or by calling your local community action agency.
There are a number of other helpful programs for assistance with home weatherization and furnace repair (HWAP, EPP), energy assistance for senior citizens, and the Winter Reconnect Order through the Public Utilities Commission of Ohio.
